Jonathan Barnett, "Designing the Megaregion: Meeting Urban Challenges at a New Scale" (Island Press, 2020)

The US population is estimated to grow by more than 110 million people by 2050, and much of this growth will take place where cities and their suburbs are expanding to meet the suburbs of neighboring cities, creating continuous urban megaregions. There are now at least a dozen megaregions in the US. If current trends continue unchanged, new construction in these megaregions will put more and more stress on the natural systems that are necessary for our existence, will make highway gridlock and airline delays much worse, and will continue to attract investment away from older areas. However, the megaregion in 2050 is still a prediction. Future economic and population growth could go only to environmentally safe locations. while helping repair landscapes damaged by earlier development. Improved transportation systems could reduce highway and airport congestion. Some new investment could be drawn to by-passed parts of older cities, which are becoming more separate and unequal.In Designing the Megaregion: Meeting Urban Challenges at a New Scale (Island Press, 2020), planning and urban design expert Jonathan Barnett describes how to redesign megaregional growth using mostly private investment, without having to wait for massive government funding or new governmental structures. Barnett explains practical initiatives to make new development fit into its environmental setting, especially important as the climate changes; reorganize transportation systems to pull together all the components of these large urban regions; and redirect the market forces which are making megaregions very unequal places.There is an urgent need to begin designing megaregions, and Barnett shows that the ways to make major improvements are already available.Jonathan Barnett is an Emeritus Professor of Practice in City and Regional Planning, and former Director of the Urban Design Program, at the University of Pennsylvania. Marco Z. Garrido, "The Patchwork City: Class, Space and Politics in Metro Manila" (U Chicago Press, 2019)

In contemporary Manila, slums and squatter settlements are peppered throughout the city, often pushing right up against the walled enclaves of the privileged, creating the complex geopolitical pattern of what sociologist Marco Garrido calls the “patchwork city.” Synthesizing literature in political sociology and urban studies, Garrido shows how experiences along the housing divide in Manila constitute political subjectivities and shape the very experience of democracy in contemporary Philippines.The Patchwork City: Class, Space and Politics in Metro Manila (University of Chicago Press, 2019) is a beautifully written ethnography is divided into two parts. In the first part, Garrido documents the fragmentation of Manila into a mélange of spaces defined by class, particularly slums and upper- and middle-class enclaves. He calls the pattern of urban fragmentation “interspersion” and persuasively argues that it is a spatial form distinct to cities in the Global South. This distinction is marked not by increasing segregation (as is the case with cities in the Global North) but by increasing proximity and dependence. For enclave residents, the proximity of slums is a source of insecurity, compelling them to impose spatial boundaries on slum residents. For slum residents, the regular imposition of these boundaries creates a pervasive sense of discrimination. Within this everyday, and almost normalized, sense of discrimination, the urban poor and middle class emerge not as labor and capital but as “squatters” and “villagers,” Manila’s name for subdivision residents. In other words, economic identities are unflinchingly spatialized.In the second part, Garrido looks beyond urban fragmentation to delineate its effects on class relations and politics, arguing that the proliferation of these slums and enclaves and their subsequent proximity have intensified class relations. Going beyond the realm of “the urban”, Garrido examines the politicization of this socio-spatial divide with the specific case of the populist president Joseph Estrada. The book ultimately argues that the two sides – middle-class and urban poor – are drawn into contention over not just the right to the city, but the nature of democracy itself.In all, The Patchwork City illuminates how segregation, class relations, and democracy are all intensely connected. Diane Jones Allen, "Lost in the Transit Desert: Race, Transit Access, and Suburban Form" (Routledge, 2017)

Increased redevelopment, the dismantling of public housing, and increasing housing costs are forcing a shift in migration of lower income and transit dependent populations to the suburbs. These suburbs are often missing basic transportation, and strategies to address this are lacking. This absence of public transit creates barriers to viable employment and accessibility to cultural networks, and plays a role in increasing social inequality.In her book Lost in the Transit Desert: Race, Transit Access, and Suburban Form (Routledge, 2017), Diane Jones Allen investigates how housing and transport policy have played their role in creating these "Transit Deserts," and what impact race has upon those likely to be affected. Jones Allen uses research from New Orleans, Baltimore, and Chicago to explore the forces at work in these situations, as well as proposing potential solutions. Mapping, interviews, photographs, and narratives all come together to highlight the inequities and challenges in Transit Deserts, where a lack of access can make all journeys, such as to jobs, stores, or relatives, much more difficult. Alternatives to public transit abound, from traditional methods such as biking and carpooling to more culturally specific tactics, and are examined comprehensively.This is valuable reading for students and researchers interested in transport planning, urban planning, city infrastructure, and transport geography. Josh Seim, "Bandage, Sort, and Hustle: Ambulance Crews on the Front Lines of Urban Suffering" (U California Press, 2020)

What is the role of the ambulance in the American city? The prevailing narrative provides a rather simple answer: saving and transporting the critically ill and injured. This is not an incorrect description, but it is incomplete.Drawing on field observations, medical records, and his own experience as a novice emergency medical technician, sociologist Dr. Josh Seim reimagines paramedicine as a frontline institution for governing urban suffering. Bandage, Sort, and Hustle: Ambulance Crews on the Front Lines of Urban Suffering (University of California Press, 2020) argues that the ambulance is part of a fragmented regime that is focused more on neutralizing hardships (which are disproportionately carried by poor people and people of color) than on eradicating the root causes of agony. Whether by compressing lifeless chests on the streets or by transporting the publicly intoxicated into the hospital, ambulance crews tend to handle suffering bodies near the bottom of the polarized metropolis.Dr. Seim illustrates how this work puts crews in recurrent, and sometimes tense, contact with the emergency department nurses and police officers who share their clientele. These street-level relations, however, cannot be understood without considering the bureaucratic and capitalistic forces that control and coordinate ambulance labor from above. Beyond the ambulance, this book motivates a labor-centric model for understanding the frontline governance of down-and-out populations.In this interview, Dr. Seim and I discuss the idea of urban suffering, his in-depth, immersive ethnographic methods, how ambulance crews categorize and sort patients, and interactions between institutions like the police, hospitals, and ambulance crews. Bandage, Sort, Hustle is one of the best monographs I have read. Dr. Seim’s writing about his experience made the entire study more interesting to read because of his unique perspective as a sociologist on the front lines as an Emergency Medical Technician. Going beyond the colonial archive and the planner’s gaze, David Morton’s Age of Concrete: Housing and the Shape of Aspiration in the Capital of Mozambique (Ohio University Press, 2019) describes the incremental process through which Maputo’s suburbios – popular neighborhoods outside the formally planned city – were built and occupied. Through key episode’s in Mozambique’s urban history – from colonial responses to migrant labor to independence-era responses to flooding, he interprets the routine forms of house construction as critical political acts through which ordinary residents of the city have inserted themselves into the city and concretized urban belonging. The materiality of different building materials are central this story. The risks and obstacles of constructing permanent, concrete, housing in the face of politically enforced urban impermanence an d ambiguous legal status kept the popular suburbios in suspension.David Morton talks to host Jacob Doherty about the ways that the built environment both reflects and shapes the changing aspirations and achievements of the city’s residents. In A. K. Sandoval-Strausz’s recent work, Barrio America: How Latino Immigrants Saved the American City (Basic Books, 2019), ties together a magnificent story of Latinos migrating to Chicago and Dallas, and the positive effect immigration and cultural heritage has on urban America.
