Rudolf Scholten und Wolfgang Maderthaner GESCHICHTSSCHREIBUNG ZWISCHEN MYTHEN UND LEGENDENDie Anfänge der Habsburger in Österreich: Rudolf I und seine Zeit. In einer weiteren Folge ihrer Gespräche über Mythen und Legenden in der Geschichte Österreichs widmen sich BKF-Präsident Rudolf Scholten und Historiker Wolfgang Maderthaner den Anfängen der Herrschaft der Habsburger über Österreich. Rudolf I ist Gründervater der Habsburger-Dynastie und ein geschickter Machstratege. Als wenig bedeutender Graf mit Stammsitz im Schweizer Aargau und Besitztümern im Elsass gelingt es ihm, 1273 zum römisch-deutschen König gewählt zu werden. Mit der Verheiratung seiner Kinder – Vorbild für die Habsburgsche Heiratspolitik der nächsten vier Jahrhunderte – erweitert er seinen Einflussbereich. Sein mächtiger Rivale, Böhmen-König Ottokar fällt in der Schlacht im Marchfeld (1278), Rudolf wird Herrscher über Österreich – das Herz der künftigen Donaumonarchie mit Wien als Hauptstadt. Rudolf Scholten und Wolfgang Maderthaner sprechen über das Geschick des ersten Habsburger-Königs bei der Absicherung seiner Herrschaft im Inneren und nach Außen, über das Wechselspiel religiöser und weltlicher Macht, über Feudalismus und das Erstarken der Städte im 13. Jahrhundert. Und sie befassen sich mit der bedrohlichen Supermacht im Osten, die zwei Drittel der damals bekannten Welt unterwirft: das mythenumrankte Mongolenreich Dschingis Khans und seiner Nachfahren. Der Vormarsch der Mongolen versetzt Europa in Angst und Schrecken. Um 1240 stehen sie – nach Massakern in Korneuburg und Wiener Neustadt – vor Wien, ziehen sich dann aber aus bis heute ungeklärten Gründen zurück. Eva Nowotny in conversation with Charles Kupchan THE WEST NEEDS A NEW STRATEGY IN UKRAINE The war in Ukraine has been going on for over a year and so far, it has turned out far better for Ukraine than most predicted. But there is uncertainty towards where the war is headed and thus calls for a diplomatic end to the conflict are growing. However, with Moscow and Kyiv vowing to keep up the fight, conditions for a negotiated settlement do not seem to be given yet. The question arising is what strategy is needed from the West. It’s policy of allowing Ukraine to define success and set the war aims has now runs its course – regardless of whether it made sense at the outset of the war. So what approach is needed from the West and how could it be implemented? Charles Kupchan is Professor of international Affairs in the School of Foreign Service and Government Department at Georgetown University and Senior Fellow at the Council on Foreign Relations (CFR). From 2014 to 2017 Kupchan served as Special Assistant to the President and Senior Director for European Affairs on the National Security Council in the Obama White House. He was also Director for European Affairs on the NSC during the first Clinton administration. Before joining the Clinton NSC, he worked in the U.S. Department of State on the Policy Planning Staff. Previously, he was Assistant Professor of Politics at Princeton University.  Charles Kupchan is the author of numerous books and papers on international and security affairs. Robert Misik im Gespräch mit Axel Honneth DER ARBEITENDE SOUVERÄNEine normative Theorie der Arbeit  Welche Rolle spielt die Organisation von Arbeitsverhältnissen für die Bestandssicherung eines demokratischen Gemeinwesens? Das ist die Frage, der Axel Honneth in seiner neuen großen Monographie nachgeht, deren Schlüsselbegriffe »gesellschaftliche Arbeit« und »soziale Arbeitsteilung« sind. Seine zentrale These lautet, dass die Teilnahme an der demokratischen Willensbildung an die Voraussetzung einer transparent und fair geregelten Arbeitsteilung gebunden ist. An welchen Scharnierstellen hätte heute eine Politik der Arbeit anzusetzen, um den sich abzeichnenden Missständen entgegenzuwirken und u einer dringend benötigten Neubelebung demokratischer Partizipation beizutragen? Eva Nowotny in conversation with Philippe Lazzarini UNRWA – The United Nations Relief and Works Agency for Palestine Refugees Eva Nowotny and Philippe Lazzarini talk about UNRWA, what makes it so special within the UN, why it is essential and what needs to be done to ensure a sustainable future of the organization and its work. Within the broader UN-family, UNRWA is quite a unique agency. It is the only organization in the UN family to provide direct public services like education, primary health care and a social safety net to Palestinian refugees in the region. It has a humanitarian mandate but its tasks are political in their impact in providing perspectives for Palestinian refugees. However, UNRWA finds itself in a crisis  due to the unreliability of its main donors. The agency needs a proper debate with the member states regarding common duties and commitment vis à vis Palestinian refugees in the future in order to find ways out of its precarity. Philippe Lazzarini is Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Prior to this position, he was Deputy Special Coordinator, Resident and Humanitarian Coordinator for Lebanon in the Office of the United Nations Special Coordinator for Lebanon (2015-2020) and Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator for Somalia (2013-2015). Philippe Lazzarini joined the United Nations in 2003 and has served the Organization in various capacities, including as Deputy Director, Coordination and Response Division of the Office for the Coordination of Humanitarian Affairs (OCHA), the Head of the OCHA Office for the occupied Palestinian territory, Somalia and Angola and as Area Coordinator for the OCHA Office in Iraq. Before joining the United Nations, he served for ten years with the International Committee of the Red Cross as the Deputy Head of Communication, Head of the ICRC Delegation in Rwanda, Angola and Sarajevo and as an ICRC delegate in Southern Sudan, Jordan, Gaza and Beirut. Gerald Hainzl in conversation with Alex de Waal SUDAN IN CRISIS Although conflicts have been ongoing in Sudan in recent years, diplomacy has been successful in preventing an all-out war. However, the situation has changed, and Sudan is now embroiled in a conflict as two rival armed forces, the Sudan Armed Forces and the Rapid Support Forces, battle for control of the capital city, Khartoum. The conflict is a result of a power struggle between two warlords, Abdel Fattah al Burhan and Mohamed ‚Hemedti‘ Hamdan Dagolo, who collaborated in the overthrow of President Omar al-Bashir in 2019. An international mediation process was underway to resolve the conflict, but due to a lack of coordination and divergent interests among the diplomatic actors involved, the endeavour proved to be ineffective – with devastating consequences. Why hasn’t the US been more eager to support peace mediation and accepted their loss of leverage? What are Russia’s or China’s geopolitical interests in Sudan, and given all this, how should Western diplomacy be remodeled?  Alex de Waal is the Executive Director of the World Peace Foundation affiliated with The Fletcher School of Law and Diplomacy at Tufts University, Massachusetts. He is also Professorial Fellow at the London School of Economics. Considered one of the foremost experts on Sudan and the Horn of Africa, his scholarly work and practice has also probed humanitarian crisis and response, human rights, HIV/AIDS and governance in Africa, and conflict and peace-building. Irene Horejs in conversation with Boubacar Haidara and Bart Ouvry WHAT NEXT IN CENTRAL SAHEL A deep dive into the Crisis The central Sahel — Burkina Faso, Mali, and Niger — has changed dramatically since the armed insurgencies that emerged in northern Mali in 2012. Despite the initial success of counterterrorism operations led by France and the force of five neighbouring countries (G5 Sahel), despite the UN Peace keeping mission MINUSMA and the EU military training mission in Mali, integrated also by the Austrian army – the deterioration in security has been worse than anything experienced by the region in recent times. Aggressive extremist organizations, community-based armed groups, and criminal gangs have proliferated and serious human rights violations, including by security services and civilian deaths have reached staggering levels. In 2021 and 2022, the army took power in both Mali and Burkina Faso prompting harsh reactions by the West and the organisation of West African States ECOWAS. Mali´s new leaders reacted by requesting the withdrawal of French troops, tightening operating conditions for MINUSMA and engaging with Russia for military support through the Wagner group. Since August 2022, France relocated its military operation to Niger and EU countries reduced their presence in the EUTM. How can these developments be explained? What were the short comings of the peace agreement mediated in 2015 by neighbouring countries, the African Union, the UN and the EU? What happened to the EU “comprehensive stabilization strategy for the Sahel”? On March 10th Iran, Saudi Arabia and China issued a statement declaring that Riyadh and Tehran reestablish diplomatic relations. This statement and the involvement of China came as a surprise for many observers. Whilst no one expects peace to „break out“ immediately some think that there is reason for cautious optimism. After all, a positive trend towards de-escalation can be expected. On the other hand Western observers are concerned about  China’s increasing influence and soft power in the region. This public lecture addresses these questions from a regional and a transatlantic perspective. BRUNO KREISKYPREIS FÜR DAS POLITISCHE BUCH 2022 Der Bruno-Kreisky-Preis für das Politische Buch wird seit 1993 jährlich vom Karl-Renner-Institut in Zusammenarbeit mit dem SPÖ-Parlamentsklub und der sozialdemokratischen Bildungsorganisation verliehen.
