The promise to build the Second Avenue subway in the 1930s to replace the old elevated line never materialized. Despite significant historical events in the 20th century, including World War II and the Civil Rights Movement, the subway construction remained incomplete. Currently, only a mile and three-quarters of the planned ten-mile subway have been built. Neighborhoods like Spanish Harlem and the East Village, promised improved service for decades, are still waiting. The delayed construction has become a municipal joke among New Yorkers.
