In its empire phase, Rome incorporated conquered people by making local leaders part of its power structure.
They took the sons of barbarian chiefs and raised them as Romans.
They gave citizenship to conquered areas, so Roman emperors and senators came from diverse backgrounds like Spain, North Africa, and Germany.
This open approach to including foreigners and making them integral to the empire was crucial for Roman success.
