You can imagine, in principle, measuring everything and every molecule and every newron on. Partly it's got to acknowledge the fact that brains don't work out of the box. They are shaped and moulded by your development. How much more complex is the human condition than just the physicality an the structure of the brain? We have to take account not only about bodies but also other humans and the culture in which we live.
