As the executive, you have the final say, but sometimes it's up to you to negotiate with other stakeholders. You can't just make vague promises, you need to offer specific trade-offs. If you want something special, you'll have to sacrifice other things. And remember, the lifespan of a chief product officer is short, so the rest of the team will eventually get tired of always getting what they want. Constraints are a reality, and there are limits to development and design resources.
