After the Oslo agreement, Hamas was initially marginalized due to the popularity gained by the Oslo Accords and the Assad Arafat. However, in 1994, a mosque shooting by a far-right settler led to Hamas retaliating with terrorist attacks. Despite being political outsiders, Hamas grew stronger as the Palestinian Authority failed to establish a Palestinian state by 1999, undermining the Oslo Accords.

The US along with Israel and many of its allies have long considered Hamas a terrorist group. Khaled Al-Hroub, a professor at Northwestern University in Qatar, explains how its reputation is a lot murkier among Palestinians, who elected the group to political power in 2006.
