NOTE

Can China Catch Up on Its Own?

The US and other countries have been implementing measures to restrict China's access to advanced chip technologies. There is uncertainty whether China can catch up on its own or if it needs technology transfer. The success of the US strategy relies on China's inability to catch up, but it's hard to predict. Imposing controls on China's access to advanced semiconductors will likely be problematic for them in the next few years. The more countries that support these controls, the more likely they are to work. The concentration in the chip industry is due to the high capital investment required and the specialized knowledge needed. The lack of competition has led to a situation where there is only one Dutch company capable of producing the necessary chips.
