Another formulation is that consciousness is that whose excitations are experiences, referring to phenomenal consciousness without necessitating higher-level mental functions. Consciousness is fundamental and cannot be explained in terms of something else because at some point, reality has a rock-bottom and consciousness is considered that rock-bottom.
