The Nature of Decision Making and Complacency

Our brain doesn't actively make the decision to use specific parts. Attention activators can snap us out of autopilot and force us to use the thinking part of our brain. Trying to force people not to be complacent or go on autopilot is flawed, as it happens automatically. Creating highly unstable systems doesn't prevent autopilot, as we quickly adapt and develop habit loops to deal with them. Complacency can also stem from not seeing the risk or doing something for too long and not seeing it as risky.
