The 10-year rule and the Elvis stamp campaign
The 10-year rule excluded many celebrities from having stamps, but also made new honorees eligible each year. In the 1980s, dedicated fans campaigned for an Elvis Presley stamp. Joan Gansky, a long-time fan, actively participated in the letter writing campaign with her husband and fellow fan club members. After much persuasion, Anthony Frank finally agreed to issue an Elvis stamp.
