The architecture of software chips is deeply embedded in the world around it and relies on other stakeholders and adjacent processes. This embeddedness makes it difficult to disrupt and switch to new architectures, even if they are more efficient. Software chips do not operate in a vacuum, as they are vehicles for executing software in a massive and complicated ecosystem that has been optimized for x86 for a generation. Transitioning to new architectures requires a big investment and a different skill set, making it hard to disrupt the market dominated by x86 architecture.
