Software chips do not operate in a vacuum, as they are vehicles for executing software in a massive and complicated ecosystem that has been optimized for x86 for a generation. Transitioning to new architectures requires a big investment and a different skill set, making it hard to disrupt the market dominated by x86 architecture.
