The fourteenth amendment was pending for ratification in the mid 18 sixties. At least forty nine of the 50 states had laws on the books that regulated abortion far more strictly than roe promulgated. Since then, it has been deeply devisive and controversial. It's never really gained the kind of consensus support that many other decisions that were controversial when they were decided have gained.
