A non provisional language like that can become a self fulfilling prophecy and box you in. Provisional language, as mudita's saying, just acknowledges the possibility of change. Certain words like always or never can evoke defensiveness for the part of the person hearing them. It's hard to move on to the rest of your message when you use triggering, non provisional language.
