MES Research Talk—Dr. David Malet, “What to Expect When You’re a Foreign Fighter in Ukraine”
This lecture is part of the AY22 Middle East Studies (MES) Research Talks series.
The war in Ukraine has drawn tens of thousands of foreign volunteers. The only comparable number of foreign fighters in recent years have been in Syria, but are the Islamic State (ISIS/ ISIL) and Ukraine's International Legion really comparable? This guest talk examines what we know about foreign fighters and foreign volunteers throughout modern history, including who joins, how they behave on the battlefield, and what happens when they return to their home countries.
Dr. David Malet is an Associate Professor at American University's School of Public Affairs. An expert on foreign fighters and foreign volunteers in conflict environments, he has published extensively on these subjects, including a book, Foreign Fighters: Transnational Identity in Civic Conflicts (Oxford University Press 2013), and numerous peer-reviewed articles.

Down the Rabbit Hole on the Russia-Ukraine War #9 - "Victory" Day
#TeamKrulak community, we're back at it with another episode of "Down the Rabbit Hole on the Russia-Ukraine War," our mini-series on featuring up-to-date commentary from Krulak Center Distinguished Fellow and #Russia subject matter expert Dr. Yuval Weber. In this episode, we explore what Russia's annual "Victory Day" celebration on May 9 might actually "celebrate;" growing unrest in the unrecognized breakaway state of Transnistria; and the latest round of European Union sanctions. We end with a brief discussion on what one Ukrainian advisor called disturbing indications that Russian forces in Donbas were preparing a "Zerg rush" - human wave attacks intended to gain battlefield successes through bloody brute force. #Ukraine

Dr. Joanna Siekiera, "Fragile, Leaky, and Weak: Challenges for International Humanitarian Law in Ukraine"
As #Russia's invasion of #Ukraine has continued, a wealth of evidence has emerged on the brutality of Russian soldiers in the areas of Ukraine they have occupied. Looting, sexual assault, extrajudicial killings, the deliberate targeting of civilian populations and infrastructure - the list of potential war crimes is long and grows each day. However, despite the documented evidence, historically there are a number of challenges in bringing the perpetrators of war crimes and crimes against humanity to justice. The law of armed conflict and international humanitarian law are often weak, leaky, and lack robust enforcement tools. Those tools that exist depend on the political will of countries to enforce them, and that will is not always there. In this #BruteCast, Dr. Joanna Siekiera discussed the frameworks for the law of armed conflict and international humanitarian law in the context of Russia's invasion, as well as the sobering reality of what challenges lie ahead for those agencies that will seek to prosecute Russian war crimes once the war finally ends.
Dr. Joanna Siekiera is an international lawyer and a LEGAD from Poland, currently working as a researcher at the Faculty of Law, University of Bergen in Norway. She is also a Legal subject matter expert at the NATO Stability Policing Centre of Excellence in Vicenza, Italy. She did her PhD studies in New Zealand, at the Faculty of Law, Victoria University of Wellington, and defended her title as Doctor of Social Sciences in Public Policy Sciences at the Warsaw School of Economics in Poland. Dr. Siekiera gained international experience in Polish diplomatic missions to Canada and Estonia, the Institute of Cultural Diplomacy in Germany, the School of Humanitarian Law in Russia, the UN CIMIC Training School, the French Institute of International and Strategic Affairs, and NATO. She is an author of 8 books, over 100 scientific publications in several languages, and 40 legal opinions for the Polish Ministry of Justice on Public international law, international relations and security. Her areas of expertise are the South Pacific region, Pacific Ocean governance, and the law of armed conflict (NATO legal framework, Central Europe, security in the South Pacific, gender in armed conflict).

Down the Rabbit Hole on the Russia-Ukraine War #8 - Catching Up
It's been a couple of weeks, but welcome back to "Down the Rabbit Hole on the Russia-Ukraine War," #TeamKrulak's mini-series the insights of #TeamKrulak Distinguished Fellow and Russia subject matter expert Dr. Yuval Weber. We had a lot of developments to catch up on today, from the sinking of the Russian warship Moskva (by an adversary that has no navy of its own...) to the deployment of Chief of the General Staff of the Russian Armed Forces General Valery Gerasimov to the front lines. All of the developments have implications for two themes as the Russian offensive in the Donbas takes shape, and the rest of the world looks at what comes next. Dr. Weber explored what the possible (likely?) failure for the renewed offensive means, and what are scenarios for #Russia and #Ukraine might derive from that failure going forward.

MES Lecture Series - VADM Pascal Ausseur (France, Ret.), "Rising Tensions in the Mediterranean"
This lecture is part of the AY22 Middle East Studies (MES) Lecture Series.
In our new fragmenting world, the Eastern Mediterranean plays an important role because it stands at the geopolitical crossroads of American, European, Russian, Middle Eastern and Chinese interests. The Eastern Mediterranean concentrates tensions: tensions linked to the dysfunctions of societies in the South, tensions linked to inequality between the two shores, tensions linked to the play of regional powers and finally growing tensions between the global powers confronting each other in this crucial region, as the war in Ukraine illustrates. Understanding what is at stake in this region will enable future military officials, as well as citizens, to better understand the missions they will undertake in the coming decades.
Vice-Admiral (ret.) Pascal Ausseur is Director of the Mediterranean Foundation of Strategic Studies (FMES), a think-tank dedicated to the Euro-Mediterranean region and the Middle East and North Africa. During his military career he served in operational positions on surface ships, including within the French Aircraft Carrier Group, and was appointed three times as commanding officer. He also served as Maritime Prefect for the Manche and North Sea and chief of the military cabinet at the Ministry of Defense. He has extensive operational and political-military experience in the Mediterranean Sea, the Middle East and North Africa, the Gulf of Guinea, and the Indian Ocean.
