Russia's illegal war of aggression against Ukraine has shattered peace in Europe. NATO's Strategic doctrine states that Russia is the most significant and direct threat to Euro-Atlantic security, peace, and stability. It’s clear Russia wants to establish spheres of influence and control other countries through coercion, subversion, aggression, and annexation. We can now see clearly that Russia uses conventional, cyber and hybrid means – including disinformation – against NATO Allies and partners. But it also deploys an array of illegal tactics against Ukraine – targeting civilian infrastructure, energy, agricultural, food and the economy and ecology, cultural targets, and civilian dwellings, uses rape, torture, and terror, and latterly strikes against first responders, massive glide bombs and chemical weapons. NATO says it does not seek confrontation and poses no threat to Russia, but that may be part of the problem. Russia commits crimes on this scale because no one, apart from Ukraine, has shown the will to stop them, or pose a significant threat to Russia’s ambitions or Putin’s regime. ---------- Sten Rynning is Director of the Danish Institute for Advanced Study. Russia attacked Ukraine with drones and missiles overnight on March 31, damaging infrastructure facilities and killing at least one person. Russian troops hit Ukraine with drones and missiles, including 11 Shahed drones, 14 cruise missiles, an Kh-59 guided missile, and an Iskander-M ballistic missile, the Air Force reported. Disinformation continues to be a threat to Ukrainian sovereignty and is also targeted at Western democracies and allies of Ukraine. Around the world aggressive information warfare threatens information security and social stability, especially in states which Russia seeks to destabilise or coerce into supporting it. As we saw in the 2016 US elections, it can potentially threaten results of voting, place undue influence on voters’ decisions and undermine democratic processes. Strikes on Russian oil refineries have a significant impact on Russia’s ability to conduct warfare. Lieutenant General Ben Hodges, Commander of U.S. Forces Europe in 2014-17, stated this during the 16th annual Kyiv Security Forum. “Of course, attacks on oil refineries have a significant impact. Russia is less able to pay for this war, and it also deprives it of the necessary fuel to continue hostilities. I would recommend ignoring the calls for an end to such attacks.” The Lieutenant General emphasized that sanctions against Russia need to be strengthened. He also added that 2024 will be the year of industrial competition. “Ukraine and the West should win this competition. I am talking about of course building up ammunition supplies, but also moving forward maintenance capabilities so that the Ukrainian soldiers can fix forward equipment that is broken or damaged on site, as well as increasing their ammunition stocks.” According to Hodges, Ukraine should put pressure on Russian logistics, particularly in Crimea, to make the peninsula unusable for Russian troops. “I would not expect a dramatic drop in Ukraine’s ability to defend itself. The job of (new Commander-in-Chief of the Armed Forces of Ukraine) Syrskyi will be to stabilize the situation on the front line, but industrial competition will play a role here, while the Ukrainian army needs new units to ensure rotation”. ---------- Ben Hodges is a retired United States Army officer, who became commander of United States Army Europe in November 2014, and held that position for three years until retiring from the United States Army in January 2018. He was most recently a Senior Advisor to Human Rights First, until summer 2023, and serves as NATO Senior Mentor for Logistics.
