Deep dives
Democracy is more than just elections
Democracy is often associated with elections, but that is a narrow view. Democracy goes beyond elections and involves the active participation of everyday citizens. This idea is supported by the historical use of sortition or lottery-based systems of democracy in ancient Athens, where citizens were randomly selected for public functions. These systems are being rediscovered and implemented in various countries, such as Belgium and Ireland, as a complement or alternative to election-based democracy. By involving everyday citizens in decision-making processes, these systems aim to restore faith in democracy and create more representative bodies.
The democratic fatigue syndrome
There is a growing sense of democratic fatigue, where people feel disillusioned with the current state of democracy. Elections, once seen as the core of democracy, have become fraught with problems and the focus on image and political power has overshadowed governance. This leads to a sense of frustration among both citizens and politicians, as they struggle to make a real difference and feel disconnected from the political process. The traditional procedures of democracy, which date back to the 18th century, no longer effectively address the complexities of the modern world. There is an urgent need for democratic innovation to rejuvenate the democratic system.
Sortition as a solution
Sortition, the process of randomly selecting citizens to participate in decision-making, offers a promising solution to the challenges faced by traditional electoral systems. Sortition has a rich history, from ancient Athens to modern examples in countries like Belgium and Ireland. By involving everyday citizens in representative bodies through sortition, the democratic process becomes more inclusive and reflects the diversity of society. The use of smaller samples in citizens' assemblies has shown that it is feasible and cost-effective to implement sortition-based systems of democracy. This innovative approach can restore trust in democracy by providing opportunities for meaningful public participation.
Combining elections and sortition
A viable way forward involves a blend of both electoral and sortition-based systems of democracy. This approach, known as bi-representational democracy, creates a balance between elected politicians and randomly selected citizens in decision-making processes. It allows for the expertise and technical skills of elected officials while ensuring that everyday citizens are also represented and have a say in important matters. The inclusion of citizens' assemblies and sortition-based institutions alongside traditional electoral systems can address the shortcomings of current democratic procedures and lead to more effective and legitimate governance.
David Van Reybrouck's book, Against Elections, helped crystalize a movement for citizen assemblies. In my conversation with him, we talk about the origin of this idea, and how it could complement democracy.
