William Resh is the author of Rethinking the Administrative Presidency: Trust, Intellectual Capital, and Appointee-Careerist Relations in the George W. Bush Administration (Johns Hopkins University Press, 2016). Resh is an assistant professor at the University of Southern California’s Sol Price School of Public Policy. With a presidential transition looming, attention will soon be drawn to the enormous task of appointing officials to hundreds of federal positions.
