Thou shalt remember, that every decision has a consequence. According to the Dictionary, a decision is a conclusion or resolution reached after consideration. I mean - I can only speak for myself here, but I'd personally use the term "consideration", lightly. Whether it's exhaustion, alcohol, lack of technical depth or just a complete lack of interest - there's usually some kind of impairment, that leads me to make make said decision completely on the fly, something I do on the reg.
