He outlines the five layers. Level 0: The driver is in control at all times. Features are limited to providing warnings. Layer 1: Assistance. Features are limited to steering, brake/acceleration support to the driver. Layer 2: Partial Automation. Features provide supervised steering and brake/acceleration support to the driver. L2+ extends operational comfort and safety. Layer 3: Conditional Automation - The driver is not always in control or monitoring. Features include low speed fully automated driving. Level 3+ means extended operational conditions. Layer 4: High Automation - The vehicle can drive completely autonomously in certain GEO-fenced areas. Layer 5: Full Automation - The vehicle can drive completely autonomously in any scenario. All occupants are passengers. Why are most car companies are still at Level 2?
