The Success of the Central Otago Youth Employment Program
The Central Otago Youth Employment Program (COYEP) has been highly successful in keeping year 11 students in high school while preparing them for job success. Initially launched as a pilot program in 2018, COYEP has made a significant impact on reducing the number of students not in education, employment, or training (NEET) in the region. By offering one day a week of work experience aligned with students' chosen career paths, COYEP provides them with valuable skills and knowledge not offered in mainstream classes. The program also fosters collaboration between schools, employers, and tertiary providers, ensuring a holistic approach to education and employment. As a result, the NEET figures in Cromwell College, where COYEP operates, have dropped to zero, and students have experienced life-changing opportunities.
Program Structure and Selection Process
COYEP is a year 11 program that involves one day of work experience and four days of mainstream classes. The program offers diverse career paths, including trades, hospitality, viticulture, bike mechanics, and more. To ensure student engagement and commitment, a rigorous selection process is in place. Interviews with students and their families take place in year 10, where expectations and requirements are thoroughly explained. COYEP accepts 10 students per school based on their commitment, attendance, and willingness to represent themselves and the program with high standards and professionalism.

The impact of COYEP extends beyond academic success. Students gain complex skills, such as working with advanced machinery, problem-solving, and applying practical knowledge in real-life settings. The program also benefits the community by forging strong connections between schools, employers, and local industries. COYEP's success has led to its expansion, involving more schools and engaging with employers across multiple industries, resulting in full-time apprenticeships and job opportunities for students. COYEP's holistic approach to education and employment is transforming students' lives, providing them with a sense of purpose, engagement, and a strong support network.
This particular episode is part of our series on Global Education, and we are venturing to New Zealand’s South Island, to Central Otago, to find out about a Year 11 program that’s keeping students in high school while setting them up for job success. So, when the Central Otago Youth Employment Program (or COYEP for short) first launched as an education ministry pilot there were 54 NEET students – that stands for Not in Education, Employment or Training – in the region. Today, that figure is zero.
