Progressive covenantalism views the covenants as the means by which humans have a relationship with God and how that relationship is restored after the fall. It affirms a one eternal plan of God and sees the covenants as unfolding that plan. It understands the historic covenants as anticipatory and prophetic of the coming of the new covenant in Christ. Progressive covenantalism sees the new covenant as the fulfillment of the promises made in the previous covenants and sees the church as the true Israel, the people of God. It distinguishes itself from Westminster covenant theology and dispensationalism by challenging the idea of the covenant of grace and asserting that the new covenant is the covenant of grace. It also differs in understanding the relationship between Israel and the church, with progressive covenantalism seeing the church as the eschatological Israel. Baptism is understood as a sign of the believer's union with Christ and the new covenant community.
