There is definitely a genetic heritable basis for aversion, inhibition, weariness. Minimally, there are innate, heritable factors that have to do with better or worse regulation capacities. So why are some people innately more anxious than others? You mean why at the level of why did we evolve temperamental variation in the human genome? That's the deep one.
