What's the Ransom Policy in a Bank?
The ransom policy as it was is very similar to the reason you have bait money in a bank. If they have bait money, they can give them a small amount of money which then becomes evidence. And so there's all these mechanisms. So you give the bad guys the money, the teller doesn't die. No hostages are taken. Then on top of that, like a bank robber doesn't rob the bank by himself. It's got to get away driver. He's got people that helped him plan to bank robbery. You want to get more than just the guy that robbed the bank.
