I remember Robin Henson talking about this thought that in some sense, recently, as in over the past half century or so, it's more the case that global leaders share preferences. But I think I've become a bit less convinced of it over time because right before World War I, the world was dominated by European countries plus the United States. And arguably now we have like one integrated world system which was obviously an appetizing like the period of the Roman Empire. That would tend to mean that different preferences do good.
