How to Collect Signatures for a Ballot Initiative in Oregon
It's going to take a whole lot of volunteer mobilization and movement building, really, capacity building to get something on the ballot. The reason that Oregon is able to do this really, really radical one is that they have basically two years to gather signatures in the city of Denver. Once you hit that threshold and you hit it by a deadline, then your language gets to be put on the ballot at the next election.
