Knowledge Management - Culture Enablers?

If you don't have the right cultural foundation in place, it's very difficult to get KAM off the ground. The culture enablers really comes down to how is information flowing through the organizationright now. How are people rewarded? Are there any existing stories of people sharing knowledge and not being appreciated? That would be a good starting point for understanding if encouraging people to share knowledge will be successful.
