The Citizen Voice Hypothesis
Jeffrey Toobin: I think we have three things that we tie together under the citizen voice settings. He says income matters, but it matters only after 1970 and you see a lot more construction of things that should make highways more expensive. So he looked at what Congress people said on the floor of Congress for all Congresses from 1956 to 93. Toobin: There's an increase in the use of the word environment near the word "interstate" But there is no mention of the word 'environment' when talking about interstate commerce.
