What's the Best Way to Assess?

Don't immediately use the word measurement, because that then preempts any forms of assessment that are qualitative. Any form of evidence you choose has pros and colms about it, including numbers. So i don't use words like attainment or achievement. Bcause they immediately lock you into old fashioned ways of thinking about content and reproducing content. They may be a good index of mechanical reproduction, or spotting the right formula to use in this particular problem.
