The construction government contracts industry has not been known for being a good government hallmark. It's really remarkably hard to know exactly how they decide what the low bill, who's getting the low bid and what preference you need. And if you add in exaggeration and fraud, which is plenty of claiming these statuses as well, I'm not clear.

David E. Bernstein holds a University Professorship chair at the Antonin Scalia Law School, George Mason University, where he has been teaching since 1995.
