Israel's victory in 19 forty eight, as well as its trouncing of egypt in a 19 56 war over the su s canal that we do not have time to get into, had left deep psychological scars on noser for him. Attacking israel too soon before the arab nations could build up adequate strength to insure victory, could lead to catastrophe. So he was always trying to strike this delicate balance right between stoking the fires of anti simetism with hawkish speeches and reining in his allies from aggressive actions that could provoke a full scale war. In one speech, he said, we cannot use force to day because our circumstances will not allow us. Be patient
