The Nature of Tuberculosis

I'm very curious to know really, like, what are the logistical hurdles that are not being met? What are the biggest things standing in the way of actually reaching these goals? And is it just money? Is it just that they don't have enough money to treat all of these and or to put the money where it needs to go? Like, I'm... Or compliance with antibiotic use.
