Is There a Loss Function in the Cybernetic Framework?

I want to ask about how you have loss functions because if i'm being an agent you know i need models and i also need like some kind of utility function or a loss function or something. Can you tell me what those will look like in the information physicalist settingYeah so this is another interesting question because in the cybernetic framework the loss function is just a function of your observations and actions which is kind of problematic as we expect agents to be able to care for things that they don't necessarily observe directly right? So one problem with the cyberneticframework is that you can only like assign rewards or losses or whatever it just thinks that you observe  in the physicalist framework your loss
