Half of pedestrians killed in the cities are children, under the age of 16. Cities begin to think seriously about restricting the use of cars in the cities. Cincinnati residents got a referendum on the ballot to be voted on in November for a speed governor. This really woke up people who wanted a future for cars and cities.
