In the 1990s, there was a big national fight about how kids should be taught to read. Marilyn Adams wrote her article about encountering the 3Qing system in 1998. A national reading panel report commissioned by Congress came out in 2000. It documented overwhelming evidence that phonics instruction enhances children's success in learning to read.
