Is the evolutionary suppression of regeneration in mammals an advantageous trait for the accumulation of memory? Well, i'm not sure. There are plenty of creatures that can do perfectly well with memory, that that are highly regenerative. So so i don't think it's impossible to have a regenerative capacity and memory in the same animal. Why aren't humans, for example, regenerating their limbs? And we don't know. Great will just get to formor questions, and hopefully their quick fen answer is yes.
