Segregation in the United States

There was no federal involvement in housing prior to the New Deal. Congress did not pass a law saying heretofore housing shall be segregated in the United States. It's just that housing of this kind hadn't existed before. There were many efforts at the local level and state levels to do it. The Public Works Administration created separate projects for African Americans, separate projects for whites.
