The Safety of Artificial Sweeteners and Food Additives
The FDA regulates the dose for additives such that the manufacturers must demonstrate there's no harm to be expected from those substances. The level is set using animal studies where the dose just before any negative effect in the animal is realized is then reduced by a factor of 100. So humans would get 1% of the same dose.
