In my experience, i've seen inmigrations typically in afterthought. If you don't bring inmigration in early enough, the more thoughtful, the more time that you have to put together an integration plan. This is why we do a 30, 60, 90 approach. Certainly there are things that don't happen til 12 to 18 months but when you look at what are the critical things that have to happen in the first 90 days,. You have a better ability to control your destiny on them and see what the impacts are. Without that, you set yourself up for failure.
