Stalin was exceptionally competent at the tasks for running a governor of the executive branch rate of a dictator. He had a phenomenal memory, and so he could remember people's names and faces and events. And this was very advantageous for him as he built the machine that became the Soviet state and bureaucracy. Just like we discovered with Putin, he had some qualities that we didn't foresee at the beginning.
