The Trade Offs That the United States Faces When It Comes Into Possession of a Zero Day Vulnerabilities
There's something called the vulnerabilities equity process that I think got going, at least formally at the national security agency level. The basic trade off is at the kind of foundation of your book. If they found a zero day in software that was widely used by Americans, that would bias them in favor of disclosing it and getting it fixed. But under George Bush, actually, they started the vulnerability equities process.
