The captain reduced the thrust levers, which leads investigators to believe that he still intended to make a landing. He was unaware of the unusually strong resistive force of the control wheel. It took seven seconds before initial movement of the flaps and slats lever. The pilot flying would call for go around flaps as he operates the go lever,. However, in this case, the correct procedure was not followed.
