In the modern era, managers present themselves as scientific decision makers. They've got a spread sheet and they're filling in the cells and doing the calculation. In some sense, that's just really not true. The main thing managers do is form alliances. And so for example, when they have a project, a this scientific decision maker projection that they make says, oh, i would be really interested in information that would tell you more aboutwih whether this is a good idea or not. But if what actually happens is projects happen because coalitions come together to support this together, then it takes a while to put together these coalitions.
