What Did the Soviets Do After the Non-Lugar Plan Was Implemented?
Former Soviet scientists who, before the non-Lugar plan didn't have a clear option but it probably looked like working for the highest bidder. And then, what did they do once that plan was implemented or at least what did many of those people do? It depends. I mean, there were a variety of different overlapping plans. Some of them worked pretty well, others didn't work that well and we don't know of significant quantities of nuclear material going missing.
