The Importance of Resolution in War

There have been many wars where you have a massive power, which can't defeat a far smaller one. So what explains is that only that does that prediction only hold on the conditions of say total war and mass mobilization? What explains that? I think that's a great place to leave it on. Somebody's looking at these big patterns through history, through numbers that says right now, we still can't quantify certain things. Peter Turchin, the book is amazing.
