I think that some sort of value metric beats tier based pricing on every measure. Sometimes you want to put it in tiers because sometimes people don't want like a per API call type pricing. Consumer companies, it gets a little bit difficult just because most consumer companies like it's just harder to do consumption based pricing. But if you can do it, you should do it.
