Is There a Conversational Approach to Chatbot Development?

I think you can always tell when something has been built from an NLU first perspective, which was like the first generation of chatbots and maybe a few generations after. I wouldn't pin it down to whether it's engineering or design or design first, etc. But what I do think is important and doesn't perhaps get enough attention is that the magic happens when engineering and data are invited to gather with the design from the start of a project. Like conversational collaboration, you can almost call it. From the gap go, that is where you can see the magic happen,. Although some of the recent evolutions might prove me wrong!
