In a crisis, put some one in charge immediately. Where does the buck stop? Think of most crises swithin a crisis, the event isn't the crisis. The definition of a p r crisis is not external. External events are external incidents. That's not a crisis. The crisis is usually a result of something happening internally. that's why you need an effective management response.
