The idea of presiding idea, maybe not presiding, but current idea, that the English Constitution is perfect really. He thought that was rubbish because it had become corrupt and people were deranged from their duty. Pain says actually that the Jews in the Bible erred at the moment they chose to have a monarch and that God punished them for it. So that sense of kind of brashness, that sense of dismissiveness and humor is what makes these attacks on monarchy so convincing.
