The more blood volume you have, generally the more blood to go around and therefore the more output you can have. We're reducing venous return for an otherwise tripeal or relatively easy exercise and that's going to boost blood volume. The chronic effect of increases in blood volume is something called hemodilution. When you reduce that, that's a stimulus for EPO to get activated and you end up producing more red blood cells. Using blood volume alone, well, that actually boosts your performance.
